This position is located in the United Nations Office on Drugs and Crime (UNODC), Regional Office for the Middle East and North Africa (ROMENA) in Cairo, Egypt. The incumbent will work under the overall guidance of the Regional Representative for the Middle East and North Africa, and the direct supervision of the Regional Programme Coordinator), located in ROMENA. For more information on UNODC, please visit: WWW.UNODC.orgResponsibilitiesWithin assigned authority, the incumbent will be responsible for the overall implementation and direction of UNODC projects and initiatives in the areas of human trafficking and migrant smuggling (HTMS). S/he will be responsible for the following specific tasks: Lead, coordinate and manage the development, implementation and evaluation of the regional project “Strengthening the Framework of the Arab Region to Prevent and Combat Human Trafficking and Migrant Smuggling” in the MENA region focusing on preventing and countering human trafficking and migrant smuggling in line with the United Nations Convention on Transnational Organized Crime and its respective protocols, the respective project document and UN policies, strategies, rules and regulations. Act as regional focal point, develop partnerships and participate in UN-wide and other coordination mechanisms and working-groups, in relation to HTMS with a view to facilitate internal and inter-agency coordination, mobilize support for joint programmes and resources for HTMS work in the region. • Liaise and engage with national and regional stakeholders and partners in advocating for the implementation of the United Nations Convention on Transnational Organized Crime and its respective protocols on human trafficking and smuggling of migrants Develop strong partnerships and liaise on substantive issues with government counterparts, donors, international and regional organizations, institutions, entities, inter-governmental organizations, private sector, non-governmental organizations and other stakeholders, to facilitate and expand the delivery of UNODC technical cooperation on HTMS. Liaise with donors, undertake and consult fundraising activities with a view to develop concept notes and proposals to expand the programme. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Identify needs in research, analysis and policy development on trafficking in persons and smuggling of migrants and related crimes in coordination with other relevant UNODC HQ sections with a view to develop evidence-based policies. Ensure regular communication with member states and programme/project donors and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner. Initiate and facilitate programme/project evaluation, draft terms of reference for evaluations, coordinate and organize programme/project review meetings and evaluations, including engagement and coordination with internal and external partners, as necessary. Organize and coordinate the preparation and drafting of a variety of written outputs, such as concept notes, project proposals, technical publications, background papers, progress reports, evaluation reports, mission reports, briefings and presentations. Prepare, lead and participate in needs assessment and technical assistance missions, including the coordination of staff and non-staff personnel during multi-country research missions, and the organization and leadership of local, national, regional and inter-regional training workshops and coordination meetings. Lead and manage the regional project team ensuring effective implementation and management of the activities and coordination with respective related technical sections, global and regional projects. Manage and supervise the work of staff and non-staff personnel of the project team and guide and coordinate the project activities Manage all administrative and financial matters in relation to the implementation of the programme and related reporting to UNODC management, i.e. budget revisions, project revisions, year-end closing of accounts, narrative and financial ad hoc reports, review of procurement cases, liaising with UNDP Country Offices and other implementing partners, review of terms of reference for consultants, quality control for all administrative, financial and reporting documents linked to the programme/project(s) before submission, etc. In close coordination with ROMENA management and the communications team as well as UNHQ sections, ensure visibility of and promote UNODC efforts on human trafficking and migrant smuggling in the MENA region as appropriate. Perform other work-related duties as may be required.EducationAdvanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, international relations, political science, public administration, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work ExperienceA minimum of seven years of progressively responsible professional work experience in preventing and countering trafficking in persons/migrant smuggling, rule-of-law based criminal justice responses, international relations or related area is required. Experience in international technical cooperation at the international level, programme management and development, partnership-building and resource mobilization is required. Work experience in a field environment is desirable. Work experience in UN inter-agency work is desirable. Experience in data analytics or related area is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic or French is desirable.
