Project Pharmacy Manager    

Position Status: Full Time 
Location : Ad Dahi District
Contract Duration : Fixed Term 6 months with a possibility of renewal
    
Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organization providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.
    
Main Purpose

Defining, coordinating and monitoring all pharmacy related activities in the project area includ-ing management of staff, according to MSF protocols, standards and procedures and the mis-sion’s pharmacist and Medical Coordinator’s guidelines, in order to ensure the proper manage-ment and supply of drugs and medical devices. 

Accountabilities

  • Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
  • Supervising the functioning and organization of the project central pharmacy and other pe-ripheral units, setting the protocols and procedures to be followed by all staff in order to en-sure the quality of the service provided to the population, including pharmaco vigilance in case of need.
  • Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project phar-macies (cleaning, controlling pests and rodents, etc.)
  • Giving support in the ordering and supply process of medicines and medical devices. Moni-toring correct stock management across pharmacies within project area, to guarantee a good control and up to date data of stock levels and avoid expiries, overstocks and stock outs. Re-porting on drug consumptions and medical devices dispensed according to protocols, in-forming on unusual patterns. 
  • Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols. 
  • Ensuring the collection of data for monitoring and surveillance of optimal quantity quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibi-otic stewardship interventions such as restricted use antibiotic review, follow up of pharma-ceutical care plans, patient counseling, good dispensing practices and safe medication prac-tices.
  • Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her re-sponsibility, in order to ensure the strict respect for working procedures and protocols. En-suring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.
  • To define, if needed, training opportunities for the medical staff.
  • Carrying out all the reporting tasks associated to his/her field of action and responsibility, ensuring its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical re-ports, etc.)
  • Planning and supervising, in close coordination with the HR department, the associated processes (re-cruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

MSF Section/Context Specific Accountabilities

  • Set up all the tools and ensure the proper management of the pharmacy in the project ac-cording to MSF standards.
  • Ensure proper management of the cold chain with all its components in the project. 
  • Set up a mechanism to monitor the rational use of medicines in the project's health struc-tures and department. 
  • Ensure regular inventory (partial and full) of the project pharmacy according to the pro-ject/mission working plan.
  • Reporting: ensure a regular update of the project stock (Isystock)
  • To Design, implement and update the project pharmacy chronogram (working plan), ensur-ing a good follow up of the mission pharmacy working plan.
  • Establish a supply and validation circuit for drugs in the project. 
  • Establish and make functional the pharmacotherapeutic and pharmacovigilance committee. 
  • In collaboration with the medical and paramedical team, review the standard lists of the consumption units and the project in general (twice a year) 
  • Submit regular monthly stock analysis and pharmacy sitrep.
  • In collaboration with the medical and paramedical team, prepare the internal orders, in country order and international orders of the project.
  • Training and coaching of the pharmacy team on various topics (Isystock, Stock Inventory, Monitoring of consumption, rational use of drugs, filling of pharmacy management tools, stock analysis and reporting)
  • Management and supervision of the pharmacy team.
  • Ensuring the implementation of good dispensing practices within the pharmacy set up in the project.
  • Preparation of the med orders as per the project pharmacy chronogram
  • Preparation of the country and international orders with close collaboration with the medical team and submit to the PMR for verification.
  • Ensure proper safety and storage for the pharmaceutical materials. 
  • Closely monitor the stock levels adhering to the AMC, FMC s and advise the med team of the stock rupturing and pre expiring within the pharmacy stocks.
  • Prepare for the donations as required.
  • Ensure proper documentations within the pharmacy, updating of the stock card and Isystock

Requirements

Education    

  • Essential: Bachelor of Pharmacy (5 years) or higher
  • A valid license from Yemeni medical council

Experience    

  • Two years, of demonstrated, experience as a pharmacist required. 
  • Experience in MSF or other NGO’s in developing countries is desirable

Language    

  • English and Arabic language essential.
