Anticipated Program BackgroundThe anticipated USAID/Egypt Agriculture Activity is a five-year program focused on transforming the agriculture and food system in Egypt toward sustainable production and increased economic growth. The project seeks to: Improve sustainable productivity of farmersStrengthen the role of market-driven providers by enhancing the capacity of Business Development Service (BDS) providersImprove the enabling environment for agriculture and food security Position DescriptionThe Chief of Party (COP) will be responsible for the overall management of the program. This includes quality control and supervising all elements of the program and tracking implementation of the work plan. The COP will be the primary contact with USAID/Egypt staff, including the Contracting Officer (CO) and Contracting Officer Representative (COR), and other key stakeholders and partners integral to the overall implementation of the program. Responsibilities include, but are not limited to:Provide technical direction and leadership, including overall planning and management of activities, and higher-level administrative, compliance and financial oversight.Lead, oversee, and manage project staff (direct reports) and select consultants in achieving project results.Ensure project activities are aligned with the project’s theory of change, objectives, and goals, and approved annual work plans.Responsible for annual work planning and technical direction of program activities.Plan and lead participatory planning processes with USAID and the project team.Oversee management of staff and consultants for the coordination of technical deliverables.Provide timely and accurate reporting to USAID on all program areas.Develop and maintain relationships with key institutions and stakeholders across various sectors and stakeholders.Oversee implementation of project’s monitoring and evaluation activities to ensure project results are met. QualificationsA graduate degree (Master’s or higher) in economics, agriculture, natural resources, international development, international relations or related field.At least 10 years of relevant technical experience in agriculture/agribusiness, market systems development, economic growth, private sector development/engagement, climate smart agriculture, value chain development, or related areas.At least 3 years of demonstrated experience in a leadership role on activities focused on agriculture/agribusiness, economic growth, private sector development/engagement, climate smart agriculture, value chain development, or related areas on USAID-funded, GIZ or other international donor-funded programs.Prior experience working in the Middle East region, particularly Egypt, required.Demonstrated managerial and supervisory experience, including supervising and managing direct reports.Demonstrated experience managing programs in multiple economic growth and agriculture-related fields.Excellent oral and written communication skills. English and Arabic language skills required.Experience in rapidly assembly cross-functional and dynamic teams.Demonstrated experience managing a consortium of stakeholders such as farmer/agriculture groups, financial institutions, private sector, businesses, government, donors, and other related actors.Ability to work in complex environments and across cultures
