GENERAL JOB DESCRIPTION

MAIN PURPOSE: The Women Protection & Empowerment Officer is responsible for leading and implementing the project's women protection and empowerment activities. The Women Protection & Empowerment Officer works closely with the project manager and other project staff to ensure that the project's activities are aligned with the project's goals and objectives, The WPE Officer provides training and support to project staff and community members to mitigate and address gender-based violence (GBV) risks, with a particular focus on shelter, water, and sanitation sectors. S/he plays a crucial role in empowering women, raising awareness, and fostering a safe environment for women.

DUTIES & RESPONSIBILITIES

Program Development and Implementation:

  • Design, implement, and coordinate women's protection and empowerment programs and activities in accordance with project objectives and guidelines.
  • Ensure that WPE program activities are women, girl and survivor-centered, and adhere to best practice and GBV guiding principles; flagging any concerns to the project manager in a timely manner.
  • Conduct assessments and analyze the needs of women in the targeted areas, identifying key issues and challenges related to gender-based violence, women's rights, and empowerment.
  • Supervise and provide technical support for training PSS; Referral Pathways Case Management; Adolescent Specific Programming; EMAP; Women Rise Digital literacy.
  • Ensure the integration of gender equality and women's rights principles across all program activities.

Capacity Building and Training:

  • Provide technical guidance and support to project staff on core WPE and GBV training package; identify opportunities for further learning and best practices in women's protection and empowerment to ensure the delivery of high-quality services.
  • Conduct awareness sessions and workshops to promote gender equality, women's rights, and violence prevention in the community.
  • Ensure the WPE team are using functional, survivor-centered referral pathways and conducting safe, confidential and appropriate referrals in line with best practice.
  • Promote risk mitigation activities for beneficiaries through trainings, advocacy and other mentoring or support in harmony with the Women and Girls Safe Spaces standard processes.

Case Management and Support:

  • Establish and manage a case management system to identify, document, and respond to cases of gender-based violence and other forms of violence against women.
  • Establish and maintain referral mechanisms and networks with relevant service providers, such as healthcare facilities, legal aid organizations, and social support services, to ensure comprehensive care and support for survivors.
  • Developing and implementing WPE quality assurance systems.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate GBV analysis, planning, evaluation, and advocacy

Monitoring, Evaluation, and Reporting:

  • Develop and implement monitoring and evaluation frameworks to assess the impact and effectiveness of women's protection and empowerment activities.
  • Monitor and evaluate program activities, collect data, and prepare reports to measure the impact, and effectiveness of interventions, track progress, identify gaps, and make informed decisions for project improvement.
  • Maintain accurate and up-to-date records, documentation, and case files while maintaining confidentiality and data protection.

Capacity Building of targeted groups:

  • Provide capacity building support to HFs Staff, (and others as requested) and to encourage HFs staff.
  • Develop training material as needed.
  • Prepare, coordinate, and participate in all in-house professional development activities, meetings, and planning sessions.
  • Participate in activities relevant to project as per approval by Protection Program Manager.

Other Office duties:

  • Develop and organize all data, files, and documents.
  • Demonstrate gender sensitivity and show support and respect to all Team members.
  • Responsible for the confidentiality and security of data, documents, and resources.

Required Qualifications and skills:

  • Bachelor's degree in social work, gender, international development, or a related field.
  • Proven experience working in women protection, gender-based violence prevention, or related fields.
  • Familiarity with case management approaches and survivor-centered care.
  • Experience in capacity building and training on gender equality and women's rights.
  • Knowledge of referral mechanisms and services for survivors of gender-based violence, including legal, medical, psychosocial, and economic support.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills, with the ability to assess needs, develop strategies, and measure impact.
  • Ability to work independently and as part of a team, with demonstrated leadership and coordination skills.
  • Sensitivity to cultural differences and ability to work in a multicultural environment.
  • Proficiency in using Microsoft Office and other relevant software for data collection, and reporting.

Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.
