Project Description:

Jordan grapples with escalating climate-related disasters, posing a critical challenge to its humanitarian efforts, economic stability, and environmental integrity. Despite its position as one of the world's most water-scarce nations, Jordan is witnessing a distressing surge in flash floods, a peril that ranks second in the Jordan National Disaster Risk Reduction Strategy. Factors such as degraded vegetation, haphazard urbanization, and the relentless impact of climate change worsen these floods, devastating local communities and the eco-tourism sector. Moreover, Jordan suffers from devastating heat waves due to climate change, leading to desertification, diminished water supplies, and exacerbated water scarcity.

Since 2021, Mercy Corps Jordan (MCJ) has been actively engaged in enhancing the resilience of vulnerable communities against floods, as part of Phase 2 of the Zurich Flood Resilience Alliance (the Alliance) work, which concluded in December 2023. Moving forward into Phase 3, MCJ remains committed to its mission of mitigating the severe impact of floods and heatwaves on vulnerable communities in Jordan. This project comes in alignment with the visionary efforts of the Alliance, the Alliance seeks transformative change at scale, building on community programmes to influence policy and practice at the local, national and global level.

The Climate Reliance Measurement for Communities (CRMC) Tool, recently translated from English to Arabic, serves as a cornerstone in our endeavors to address climate change adaptation strategies, particularly focusing on flash floods and heatwaves. The translation aims to ensure accessibility and relevance within the Jordanian context. The consultant will play a pivotal role in refining the translated content to align with the specific needs and nuances of the local communities in Jordan. This involves a comprehensive review and enhancement of the translated CRMC tool to ensure technical precision, linguistic coherence, and cultural resonance. The ultimate goal is to deliver a revised and improved version of the CRMC tool that effectively communicates key concepts and strategies related to climate resilience and disaster risk reduction within the Jordanian context.

The Zurich Flood Resilience Alliance (the Alliance) is a consortium of nine organisations including international NGOs, the private sector and research organisations, who have come together with the support of the Zurich Foundation to influence funding, policy and practice at the international and country level to reduce the negative impact of floods and climate change on people and communities’ ability to thrive.

Consultant Objectives & Activities

The ZFRA project is seeking a consultant to:

  • Technical Review:
    • Proofread and verify the accuracy and appropriateness of technical terminology and concepts used in the translated version of the CRMC tool in Arabic.
  • Conduct research and consult relevant sources to ensure alignment between the translated tool and established climate change adaptation strategies and disaster risk reduction policies (i.e: climate change impacts, flood management, heatwave response strategies, and resilience-building measures).
  • Identify and rectify any errors, or inconsistencies in the translated content.
  • Ensure that the translation reflects the technical content of the original document.
  • Cultural Sensitivity:
  • Ensure that the translated material is culturally appropriate, resonates with the target audience, and effectively communicates key messages related to climate resilience and disaster risk reduction within the Jordanian context.
  • Collaborate closely with the MC team to address any discrepancies or inconsistencies identified during the proofreading process, providing clear and actionable recommendations.
  • Maintain detailed records of revisions and recommendations made during the proofreading and editing process, documenting the rationale behind each decision.
  • Quality Assurance:

Consultant Deliverables:

The Consultant (s) will deliver:

Edited and improved version of the Contextually Translated:

  • CRMC tool.
  • CRMC Glossary
  • CRMC Handbook

**The total number of pages translated is approximately 250 pages.

Timeframe: The consultancy is expected to begin on the 22nd May and should be completed by the 12th June, 2024.

Applications must include the following:

  1. Technical Proposal

Interested consultant(s) must submit a technical proposal covering but not limited to the following:

  • Consultant experience and qualification: Brief about the applicant (entity or individuals) and CVs of  the team members/researchers who will be part of the assignment.
  • Clear work plan with a detailed breakdown of tasks and dates as per the deliverable/ schedule identified above.
  1. Interview

The consultant will be required to sit for an interview with the project team as part of the technical selection process.

  1. Financial Proposal

Applicants must provide details of the financial offer by describing the costs for each activity tackled under the proposed work plan including any cost of resources. Offers will be evaluated against the MC's cost-effectiveness and efficiency standards.

  1. References

The consultant (s) to share the information of two Recent References including; name, email, phone number, and address. 

Selection Criteria

Only shortlisted candidates/entities will be contacted after an in-depth evaluation process for their submitted proposals. MC will evaluate the technical proposals and will choose the candidates who demonstrate thorough knowledge and understanding of the ToR. And financial proposals will be assessed based on the cost-effectiveness measures.

Evaluation Criteria

The Consultant will work closely with: Project Team

The Consultant will report to: Project Coordinator.

Required Experience & Skills:

  • Fluency in both Arabic and English, with exceptional writing, editing, and proofreading skills.
  • Proven experience and expertise in proofreading and editing technical documents, preferably within the field of climate change adaptation and disaster risk reduction.
  • In-depth understanding of climate change, disaster risk reduction policies, and relevant terminology.
  • Strong familiarity with the Jordanian cultural context and ability to integrate cultural sensitivity into translated material effectively.
  • A background in research and or translation is a plus.
  • A background in Climate Change, DRR, or CCA is a plus.
  • A university doctor is a plus.
