What You’ll Be Doing

 

Nathan, a Cadmus Company, is actively seeking a Government and Policy Specialist on the USAID-funded Jordan Makanati Project. The Government and Policy Specialist will be responsible for conducting research and analysis, writing policy-oriented products, and providing technical assistance under the guidance of the Senior Government and Policy Component Lead to identify key entry points to address policy impediments to women’s participation in the labor force and specifically in the private sector. The Government and Policy Specialist will support the project’s engagement with key partner organizations from both the private and public sectors including through writing of various policy papers and planning and implementation of policy dialogues and events that help advance shared goals.

Responsibilities:

Respond to requests for research and writing from the Activity’s technical staff, particularly as it pertains to policies relevant to women, youth, and vulnerable groups in the private sector workforce and policies that promote women’s economic empowerment and broader workforce equity, diversity, and inclusion.

This may include: (1) Conducting secondary research and drafting literature reviews to inform policy deliverables; organizing and conducting key informant interviews, focus group discussions, and consultative workshops with stakeholders and Makanati partners, including at the community, private sector, and government levels. (2) Drafting policy briefs on a range of topics pertinent to women’s workforce participation. (3) Preparing client-ready policy papers, studies and reports in English and/or Arabic and incorporate technical comments from other Makanati staff and external stakeholders. (4) Reviewing, providing technical inputs/revisions, and finalizing written policy products delivered by consultants.

Additionally:

  • Drafting concept notes, memorandums of understanding, or other documents to form or progress partnerships
  • Advancing implementation of memorandums of understanding and action plans with government counterparts by tracking outstanding activities and providing technical support as needed
  • Presenting or supporting other team members to present policy papers, studies, and reports, including preparing presentation slides, and talking points
  • Designing events, workshops, and conferences around technical policy priorities (this can include agenda design, preparing or facilitating relevant technical papers and presentations, and writing workshop/conference reports)
  • Collaborating with Makanati’s Policy Research Manager as needed in implementing events
  • Attending meetings and events with Makanati’s Senior Government and Policy Component Lead and Policy Research Manager and recording detailed and action-oriented notes
  • Supporting follow-up communications and interaction with line ministries as needed
  • Contributing to and/or leading activity tracking for the government component, including regularly updating and maintaining planning and tracking tools
  • Supporting the Senior Component Lead and Grants Manager in the technical follow-up, grant monitoring, and reporting on relevant grants
  • Working with colleagues on the monitoring, evaluation, and learning (MEL) team to identify and track progress against indicators for government component activities
  • Providing reporting and work plan inputs as needed

Qualifications:

  • A bachelor’s degree in law, economics, social science, or any related field (advanced degree is a plus)
  • Minimum of 3-5 years of professional experience (experience in gender equality and women’s economic empowerment preferred)
  • Strong research and analytical skills, including experience conducting desk research and primary data collection and associated analysis
  • Demonstrated experience in conducting secondary research on women, youth and vulnerable groups in the workforce preferred
  • Demonstrated understanding of key policy issues pertaining to women’s workforce participation preferred
  • Proven experience working with the government of Jordan and strategic understanding of, and commitment to, relationship building with government and policymakers
  • Proven experience with conference and/or event planning including developing agendas and technical writing and reporting associated with events
  • Strong communication and interpersonal skills and ability to coordinate across a large number of stakeholders and team members
  • Strong organizational skills
  • Strong writing skills (in Arabic and English)
  • Experience with graphics, infographics, and data visualization preferred
  • Fluency in Arabic and excellent English required
