NPA’s international work covers three core areas: Mine Action and Disarmament, Democratization and Just distribution of power and resources, and Humanitarian Action and crisis response.

NPA is seeking a Program Officer for its program in Yemen.

Job purpose.

The Program Officer (PO) holds a crucial role in supporting NPA Yemen's work, specifically with a focus on program-related activities. Their responsibilities encompass program proposal writing, reporting, communications, and work related to climate and environment. Additionally, the PO is assigned regular administrative tasks by the CD to assist the HR and Admin Officer in planning, implementing, and monitoring program activities. This position is based in Aden. 

The PO will actively engage with relevant coordination bodies within Yemen, including but not limited to the Protection Cluster, SGBV AoR, Mine Action AoR, FSL Cluster, and local/national civil society organisations such as the Yemen NGO Network. 

NPA seeks an individual with a solid understanding of the humanitarian ecosystem in Yemen, including knowledge of UN agencies, civil society NGOs, and the fundamental principles of humanitarian programming (e.g., Do No Harm, conflict sensitivity, needs-based analysis).

Key attributes for this role include being a self-starter, possessing excellent communication and coordination skills, conflict resolution abilities, and knowledge of information management. Strong interpersonal and written communication skills, effective leadership qualities, and a strong sense of responsibility are desired. The ability to work well with diverse team members, follow procedures, meet deadlines, and approach challenges proactively and creatively are also important

Responsibilities:

General.

  • Coordinate and collate inputs from the CD, Admin/HR, Finance, Logistics, Information Management and Operations departments as part of reporting, concept notes, and proposal writing.
  • Provide general support to the CD related to fundraising and donor engagement.
  • Monitor the implementation of, and compliance with, donor requirements on narrative reporting.
  • Draft key documents as directed by the CD.
  • Act as the communication focal point for the programme.
  • Fulfil the role of climate and environment focal point within the programme.
  • Act as an ambassador for NPA, through professionalism and good conduct.
  • Other miscellaneous tasks or duties as assigned by the NPA Yemen Country Director (CD)

Principle Responsibilities:

Programme Coordination (30%)

  • Coordinate information sharing, gathering, and analysis across sectors such as mine action, SGBV, and FSL in collaboration with the CD.
  • Establish, update, and maintain the Programme filing and documentation system using SharePoint.
  • Assist the CD in resource mobilisation, including donor strategies, fundraising, and proposal writing/concept notes.
  • Ensure understanding and compliance with donor requirements for each project, identifying and advising on any activities that do not align with donor expectations.
  • Stay informed about fundraising opportunities, analyse prospects, and respond promptly.
  • Manage a schedule for report and proposal writing across all projects and donors.
  • Collect and draft reports, including donor narrative reports.
  • Support the CD in conducting grant opening meetings with key stakeholders at the beginning of each new grant or contract amendment.
  • Coordinate visits from internal and external stakeholders relevant to the program.

Reporting (40%):

  • Prepare and submit narrative donor reports to the CD in a timely manner, following review and approval procedures.
  • Draft and coordinate all proposals, including narrative and LogFrame components, and contribute to budget development with the CD.
  • Assist in acquiring, analyzing, organizing, and reporting activities, demonstrating proficiency in leading and supporting data analysis processes, report writing, and effectively communicating findings to stakeholders.
  • Coordinate input on NPA Yemen Program Key Performance Indicators (KPIs) from relevant departments and present them to the CD.
  • Participate in the review of the Monthly Progress Report with the Operations Team.
  • Coordinate with Operations Staff to collect relevant information for reporting.
  • Collaborate with the Information Management Team to provide updated numeric progress on projects.
  • Support the CD in updating the yearly factsheet for the NPA Yemen Program.

Communication (10%):

  • Serve as the Communication focal point for the NPA Yemen Program.
  • Update relevant NPA Yemen media pages (Facebook, Twitter, Instagram, Flickr) by liaising with the Operations team to gather information on ongoing work and produce content showcasing the positive impact of projects/programme.
  • Create NPA Yemen Program visibility materials in compliance with NPA's branding guidelines and donor requirements.

Gender and Environment (20%):

  • Act as the focal point for Gender and Environment within the NPA Yemen Program.
  • Develop and deliver cross-cutting themes on gender and the environment for the program.

Support capacity-building initiatives on gender and environment for national authorities and project partners..

Required qualification

  • Five years’ experience within the humanitarian sector in a programme role.
  • Professional writing skills to a high standard and verbal proficiency in English with a minimum of 2-3 years of experience working with multiple donors, including proposal writing and reporting, preferably in the mine action, humanitarian and/or development sector.
  • Relevant higher education (project management, international development studies, international relations, business management, communications/media or similar) or equivalent work experience.
  • Knowledge of grants- and project management.  
  • Proven ability to manage complex, time-sensitive activities and to prioritise effectively in a fast-paced environment.
  • Communication skills (including photography, photo and video editing, social media management, and graphic design).

Education

  • Undergraduate degree in a related field.
  • Excellent Arabic and English language skills, both written and verbal
  • Good understanding of ICT systems and experience with MS Office applications, including Excel
